UN Secretary-General António Guterres on Monday told leaders at the 7th African Union–European Union Summit in Angola’s capital, Luanda, that accelerating global multipolarity must be anchored in stronger multilateral cooperation to avoid deeper instability and to advance sustainable development, climate action, and peace.
In a statement delivered at the summit—held 24–25 November 2025 under the theme “Promoting peace and prosperity through effective multilateralism”—Guterres warned that the world is changing “at a radical rate,” citing rapid technological shifts, climate disruption, and widening inequality.
“We are moving towards a multipolar world, with global power in flux,” he said, arguing that the international community should resist a slide into “two blocs” dominated by “two big powers,” and instead build “an interconnected multipolarity” supported by deeper cooperation across trade, development, and financial institutions.
Three priorities: development, climate, and peace
Guterres framed Africa–Europe cooperation as pivotal across three interconnected areas:
1) Sustainable development and financial reform. Calling the current global financial architecture “unfair and ineffective,” he urged action to end “the crushing debt cycle,” expand multilateral development-bank lending capacity, and increase developing countries’ influence in global financial institutions.

2) Climate action and a just transition. Pointing to Africa’s renewable resources and critical minerals—and Europe’s capital and technology—Guterres said clean-energy supply chains must not repeat “old models of resource exploitation,” and pressed developed countries to meet climate-finance commitments, including scaling up adaptation finance and wider mobilization targets.

3) Peace and security, including UN reform. Amid references to ongoing conflicts and their global impacts, he highlighted the Pact for the Future as calling for permanent African seats on the UN Security Council, describing it as a step to correct “a deep injustice” and strengthen the Council’s ability to deliver peace. He also renewed his call for sustainable, predictable financing for AU-led peace operations, pointing to Security Council resolution 2719.
A “central axis” in a new global order
Guterres described the AU–EU partnership as “well placed to be a central axis of a new multipolar world,” concluding with an appeal for leadership grounded in multilateralism and the UN Charter.

古特雷斯在讲话中强调，世界正经历“剧烈变化”，科技快速演进、气候危机加剧、不平等扩大，“全球力量处于重新分布之中”。他警惕世界被“大国主导的两大阵营”撕裂，主张建设“互联互通的多极体系”，在贸易、发展与金融等关键领域深化联系并加强政治协调。
三大重点：发展、气候、和平
古特雷斯将欧非合作的关键抓手归纳为三方面：
**一是可持续发展与全球金融体系改革。**他直言当前全球金融架构“既不公平也低效”，呼吁终结沉重的债务循环、提升多边开发银行融资能力，并让发展中国家在全球金融机构中拥有更充分的参与权与影响力。
**二是气候行动与公正转型。**他指出非洲拥有太阳能、风能与关键矿产等资源，欧洲具备资本与技术，但清洁能源时代的合作必须避免延续旧式资源剥削模式，要通过培训与融资推动本地价值链和产业能力建设；同时敦促发达国家兑现气候资金承诺，扩大适应与减缓融资规模。

**三是和平与安全及联合国改革。**他提到多地冲突的溢出冲击，并强调《未来契约》呼吁赋予非洲安理会常任席位，以纠正“深层不公”，增强安理会维护和平的能力；同时再次呼吁为非盟主导的维和行动提供“可持续、灵活、可预测”的资金支持，并援引安理会第2719号决议的相关方向。
古特雷斯最后表示，非盟与欧盟作为两大区域组织，有条件成为新多极世界中的关键稳定力量，鼓励双方在动荡时期以多边主义推动“团结、平等与和平”。
