Ukrainian officials said Tuesday that Kyiv has agreed to the core elements of a U.S.-backed peace framework discussed with American counterparts in Geneva, while stressing that “sensitive issues” still require leader-level decisions as the war continues to rage on the ground.

The remarks followed weekend talks in Geneva where U.S. and Ukrainian delegations described an “updated and refined” framework—reported by multiple outlets to be condensed to around 19 points compared with an earlier U.S. draft—aimed at mapping a pathway toward ending Russia’s invasion.

At the same time, U.S. and Russian representatives have been holding discussions in Abu Dhabi, according to reporting by Reuters and the Financial Times, in what appears to be a parallel track to test elements of the plan with Moscow.

A senior Ukrainian official said President Volodymyr Zelenskyy hopes to travel to Washington in the near term to complete the final steps of the process with President Donald Trump, while the parties continue to negotiate unresolved points.

The diplomatic push unfolded as Russian missile and drone attacks struck Kyiv and other areas, underscoring the fragile window for negotiations amid continued battlefield escalation.

TSGL Analysis: A “two-track” approach—opportunity, risks, and the UN dimension

Tuesday’s developments point to a fast-moving two-track diplomacy: (1) Washington–Kyiv coordination to consolidate a document Kyiv can accept in principle, and (2) a Washington–Moscow channel to probe whether Russia will engage.
The opportunity is obvious: sustained leader-level engagement could reduce uncertainty in global markets and humanitarian costs. The risks are equally clear: any deal perceived as imposed, ambiguous on security guarantees, or detached from international law could deepen divisions—especially if key stakeholders feel sidelined. In that sense, the UN’s core principles—sovereignty, territorial integrity, and protection of civilians—remain the essential reference points for legitimacy beyond headlines.

多家国际媒体报道显示，乌克兰方面周二表示，基辅已就美方提出的和平框架在**“核心内容”上与美方达成共识，但涉及领土、安全安排等“敏感议题”仍需在更高政治层级继续磋商；相关框架来源于本周末美乌代表团在日内瓦**的会谈成果。

路透社此前报道称，美乌在日内瓦形成了一份“更新与完善”的和平框架；另有报道形容该版本较早期美方草案更为精简，外界普遍将其视为推动下一阶段政治谈判的“路线图”。

与此同时，路透社与《金融时报》披露，美方代表在阿联酋阿布扎比与俄方人员进行接触与讨论，显示谈判正在形成“基辅—华盛顿”与“华盛顿—莫斯科”并行的外交推进路径。

乌方高层官员并表示，总统泽连斯基希望在近期访问华盛顿，与美国总统川普就尚未敲定的关键点完成最后磋商。

不过，外交进程推进之际，俄军对乌克兰首都基辅等地的导弹与无人机袭击仍在持续，凸显谈判窗口的脆弱性与现实战事压力并存。

从目前信息看，相关进程呈现出明显的“两条线”特征：一方面，美乌在文本层面先促成可推进的共识框架；另一方面，美方同步与俄方接触，测试莫斯科对框架要素的接受度。
这为降温提供了现实机会，但也伴随结构性风险：若安全保障、停火监督、战后安排等关键条款缺乏清晰执行机制，或被相关方视为“被动接受”，不仅难以落地，还可能加深外部政治裂痕。对国际社会而言，能否回到以《联合国宪章》原则为基准的路径——尊重主权与领土完整、保护平民、强化人道安排——将决定任何“文本上的协议”能否获得更广泛的合法性与可持续性。
