EU–AU Summit in Luanda Enters Day Two Focused on Migration, Trade and Multilateral Cooperation—Ukraine Talks Cast a Shadow

LUANDA — The 7th African Union–European Union (AU–EU) Summit moved into its second day in Angola’s capital on Tuesday, with leaders prioritizing migration management, trade and investment, and cooperation on global challenges under the summit’s official theme, “Promoting Peace and Prosperity through Effective Multilateralism.”

European Council President António Costa said Europe and Africa are “pushing for a stronger multilateral order” that protects the UN Charter and reinforces a rules-based approach to provide “stability and predictability.”  The summit also marks 25 years of the AU–EU partnership, with both sides presenting the meeting as a chance to reset cooperation against a backdrop of geopolitical competition and economic uncertainty.

The Luanda gathering follows the G20 summit in South Africa, which drew attention for a high-profile U.S. no-show, underscoring wider geopolitical divides that leaders in Luanda say make multilateral coordination more urgent.

Leaders’ attendance and early departures

According to reporting from summit coverage, the meeting brought together a wide slate of African and European leaders, while flight disruptions prevented Denmark’s Prime Minister Mette Frederiksen, Luxembourg’s Prime Minister Luc Frieden, and the EU’s foreign policy chief Kaja Kallas from attending in person.
Several European leaders, including Germany’s Chancellor Friedrich Merz, France’s President Emmanuel Macron, and Italy’s Prime Minister Giorgia Meloni, were also reported to have departed early, reducing their presence on the summit’s final day.

Ukraine “side track” clouds the agenda
While migration and economic cooperation remain central, Ukraine has loomed over the summit. Costa convened an informal EU leaders’ meeting in Luanda on Monday to discuss developments in efforts to end the war in Ukraine, citing new momentum after talks in Geneva involving the United States, Ukraine and European participants.

【鲁安达讯】在安哥拉首都鲁安达举行的第七届非盟—欧盟峰会(AU–EU Summit)于11月25日进入第二天议程。根据官方与会议日程信息,本次峰会以“通过有效多边主义促进和平与繁荣”为主题,重点围绕移民与人员流动、贸易与投资、以及全球议题合作展开。

欧盟理事会主席安东尼奥·柯斯塔(António Costa)强调,欧洲与非洲正推动更强有力的多边秩序,以捍卫《联合国宪章》并强化规则基础,为世界带来“稳定与可预期性”。  值得注意的是,本届峰会也适逢欧盟与非盟伙伴关系25周年,双方将会议定位为在地缘政治竞争与经济不确定性背景下的“升级与再校准”窗口。

峰会紧接在南非举行的G20峰会之后召开。路透社报道指出,美国方面在本届G20出现“缺席”引发外界关注,也凸显当前国际分歧加深,使多边协调更显迫切。

与会情况:航班问题与欧洲领导人提前离场

媒体综合报道显示,部分欧洲领导人因航班问题未能到场,包括丹麦首相梅特·弗雷德里克森、卢森堡首相卢克·弗里登以及欧盟外交与安全政策高级代表卡娅·卡拉斯。

另有报道指出,德国总理梅尔茨、法国总统马克龙、意大利总理梅洛尼等欧洲领导人也被指在首日后提前离开鲁安达,未完整参与最后一天会议安排。
“乌克兰侧线”议题使峰会气氛更复杂

除移民与经贸主轴外,“乌克兰议题”也对峰会投下阴影。柯斯塔在鲁安达峰会期间主持了欧盟领导人非正式会议,讨论乌克兰和平进程最新进展,并提及日内瓦会谈带来的谈判“新动能”。
