U.S. Pushes Revised “19-Point” Ukraine Peace Framework in Abu Dhabi Talks; Kyiv Signals Readiness, Moscow Says It Has Not Received Official Text

The Trump administration is pressing forward with a revised Ukraine peace framework after high-stakes U.S.–Ukraine talks in Geneva reshaped an earlier, controversial 28-point draft into a slimmer 19-point version—now being discussed with Russian representatives in Abu Dhabi, according to multiple media reports.

What’s being reported about Abu Dhabi

ABC News reported that U.S. Army Secretary Dan Driscoll held undisclosed talks with a Russian delegation in Abu Dhabi following the Geneva discussions, and that a U.S. official said Ukraine had agreed to the revised deal “with minor details” still to be resolved. ABC also reported that Ukraine’s intelligence chief Kyrylo Budanov was in Abu Dhabi meeting U.S. officials and might meet Russian officials as well, though Ukraine and Russia had not officially confirmed their delegations’ presence.

Reuters, citing its reporting on the same diplomatic push, said Ukraine is prepared to advance a U.S.-backed framework but that the most sensitive issues would require direct discussion between Presidents Volodymyr Zelenskyy and Donald Trump.

How the “28 points” became “19”

The Associated Press reported that U.S. and Ukrainian officials described the Geneva talks as productive but offered limited specifics publicly.
The Financial Times reported that the revised draft differed substantially from the earlier leaked plan, and that Ukraine’s deputy foreign minister Sergiy Kyslytsya said the most politically sensitive issues—such as territory and broader NATO-Russia questions—were left for the two presidents to decide. The FT also reported that contentious provisions (including a troop-cap and a blanket amnesty concept) were removed or reworked.

ABC separately reported that the revised plan no longer includes an amnesty-related point, while also citing sources briefed on the matter saying Ukraine agreed not to increase the size of its military—an example of how specific provisions are still being described differently across outlets and sources.

Where Russia stands—and Europe’s role

The Kremlin has repeatedly said it has not received official information about the outcome of the Geneva talks or an updated text, according to Reuters reporting.
Separately, Russian officials have criticized European counter-proposals; Reuters reported senior Kremlin aide Yuri Ushakov called a European version “unconstructive” and unacceptable to Moscow.
Peskov has also been quoted saying that discussing a future security system without Europe would be impossible at some stage—reflecting a core tension: how any security guarantees would be structured, and who must be inside the room.

On the U.S. side, White House press secretary Karoline Leavitt has said the U.S. has made “tremendous” progress and that many points have been agreed with Ukraine, while emphasizing the need for Russia’s eventual agreement.
