古特雷斯：不能坐视核武器国家竞相制造更加危险的武器

Guterres warned that despite the painful lessons of 1945, mankind is now facing a new arms race, and nuclear weapons are being used as a tool of coercion.

He noted that weapons systems are being upgraded and placed at the center of national security strategies, making these death devices faster, more accurate and more stealthy. And all of this "is happening at a time when division and mistrust are tearing countries and regions apart."

Any use of nuclear weapons is unacceptable. We will not sit back and watch nuclear-weapon states race to create ever more dangerous weapons."

新和平纲领

今年7月，秘书长发布了题为“新和平纲领”的政策简报，呼吁会员国再次紧急承诺实现一个无核武器的世界，并加强禁止使用和扩散核武器的全球准则。

In July this year, the Secretary-General issued a policy brief entitled "A New Agenda for Peace", calling on Member States to renew their urgent commitment to a world free of nuclear weapons and to strengthen global norms prohibiting the use and proliferation of nuclear weapons.

He pointed out: "Until the total elimination of nuclear weapons, the countries that possess nuclear weapons must commit never to use nuclear weapons."

Guterres reiterated that the only way to eliminate nuclear risks is to eliminate nuclear weapons. The United Nations will continue to work with global leaders to strengthen the global disarmament and non-proliferation regime, including the Treaty on the Non-Proliferation of Nuclear Weapons and the Treaty on the Prohibition of Nuclear Weapons.

He stressed that the elimination of nuclear weapons is the highest priority of the United Nations disarmament affairs.

78 years have passed, and the survivors of the atomic bombings of that year have gradually passed away. Their powerful and painful testimony will forever remind us of the need to create a world free of these inhuman weapons.

Guterres said he had pledged to do everything in his power to ensure that the voices and testimonies of atomic bomb survivors continued to be heard. He appealed to young people, calling on "future leaders and policy makers to pass on their torch".

"We must never forget what happened here. We must remove the shadow of nuclear annihilation once and for all," he said.

The Secretary-General emphasized that the United Nations looks forward to working with the people of Nagasaki and Japan on this vital work. The tragedies of Nagasaki and Hiroshima must never be repeated.
