In his message to the International Day of the World's Indigenous People on 9 August, UN Secretary-General Guterres emphasized that indigenous knowledge and traditions are deeply rooted in sustainable development and can help address many of our common challenges. Therefore, "it is vital that indigenous youth, both men and women, participate in decision-making".
据估计,世界上共有4.76亿土著人民生活在约90个国家,他们在世界人口中所占比例不到5%,却占世界最贫穷人口的15%。在世界上约7000种语言中,绝大多数是由土著人民使用,他们代表着5000种不同的文化。
t is estimated that there are 476 million indigenous peoples living in about 90 countries in the world. They account for less than 5% of the world's population but account for 15% of the world's poorest people. Of the approximately 7,000 languages spoken in the world, the vast majority are spoken by indigenous peoples, who represent 5,000 different cultures.
土著青年推动变革
2023年世界土著人民国际日的主题是“土著青年变身推动者,变革促进实现自决”。秘书长古特雷斯特别赞扬了土著青年,以及他们在创造变革和塑造未来方面的作用。
The theme for the International Day of the World's Indigenous People in 2023 is "Indigenous youth as agents of change for self-determination". Secretary-General Guterres paid special tribute to indigenous youth and their role in creating change and shaping the future.

Around the world, he said, indigenous peoples faced serious challenges: their lands and resources were threatened, their rights were compromised, and they were chronically vulnerable to marginalization and exclusion. And Indigenous youth are helping to fight back.

Guterres also said: "They are leaders in the wave of global climate action. They advocate for justice and equality, promote their own culture, promote human rights, and raise awareness of indigenous history and issues around the world. They learn from their elders and ensure that Indigenous culture, wisdom and identity live on into the future."
秘书长呼吁各方致力于保障土著青年的个人和集体权利,并支持他们参与全球对话和决策。他最后强调,“让我们携手为所有人构建一个更加美好的未来”。
The Secretary-General called on all parties to commit to safeguarding the individual and collective rights of indigenous youth and to support their participation in global dialogue and decision-making. He concluded by emphasizing, "Let us join hands to build a better future for all"

United Nations Special Rapporteur on the Rights of Indigenous Peoples, Francisco Cali Tzay, also on the occasion of the International Day of the World's Indigenous People, urged States to guarantee the full participation of indigenous youth in public and political life as a key element in the realization of indigenous peoples' right to self-determination .

In his statement to this effect, he noted that the threats to indigenous peoples' rights, livelihoods and cultures particularly affected indigenous youth and, to a greater extent, young indigenous women and girls. These include the intergenerational impact of the negative legacy of colonialism and the underrepresentation of Indigenous youth in formal decision-making.
绿色转型中的发言权

Kali Chai stressed that "as we work to tackle climate change and move towards a green transition, a human rights-based approach must be adopted that integrates fundamental human rights principles, including the rights of indigenous peoples, into the process" .

Francisco Cali Tzay was appointed Special Rapporteur on the rights of indigenous peoples in March 2020, taking office on 1 May 2020. A Mayan Cachikel native from Guatemala, he has been representing indigenous peoples at the United Nations since the early 1980s, addressing violations of their rights in Guatemala and around the world.
