联合国秘书长古特雷斯呼吁以色列与哈马斯尽快达成停火协议,避免人道主义灾难
纽约,联合国总部——联合国秘书长**安东尼奥·古特雷斯(Antonio Guterres)**今日再次呼吁,以色列政府与哈马斯领导人展现政治勇气,尽一切努力立即达成停火协议。
据报道,哈马斯方面表示已同意以色列提出的部分停火条件,但以色列政府指出,哈马斯目前的回应仍未满足其要求。
古特雷斯在联合国总部向记者表示:“我们正处于巴勒斯坦和以色列人民以及整个地区命运的关键时刻。双方达成协议对于结束加沙人民以及被扣押人质及其家人所遭受的巨大痛苦至关重要。”
他警告,如果持续数周的外交努力未能达成停火,人质无法获释,对拉法实施大规模军事行动,将引发悲剧。秘书长强调,现在必须停止流血、解救人质,并稳定这一仍存在爆炸性风险的地区局势。
古特雷斯对以色列国防军在拉法重新开展军事行动表示极度关切,并指出拉法和凯雷姆沙洛姆过境点的关闭已严重恶化当地的人道主义状况,必须立即重新开放。他警告称,加沙的燃料供应可能在今晚耗尽。
秘书长进一步指出:“对拉法的全面进攻将是一场人类灾难,无数平民将伤亡,家庭将被迫再次逃离却无处可去。拉法是加沙人道主义行动的核心,袭击将破坏我们为处于困境的人们提供救援的努力。”
他重申,国际人道法明确规定平民必须得到保护,无论是离开拉法还是留在拉法。冲突双方都必须遵守国际人道法,并保障人道主义援助及工作人员安全、顺利进入加沙及穿越加沙。

UN Secretary-General Guterres Calls on Israel and Hamas to Achieve Immediate Ceasefire, Warns of Humanitarian Catastrophe
New York, UN Headquarters — United Nations Secretary-General Antonio Guterres today reiterated his call for political courage from both the Israeli government and Hamas leadership, urging all efforts to reach an immediate ceasefire agreement.
According to reports, Hamas has reportedly agreed to some of Israel’s proposed ceasefire conditions; however, Israel maintains that Hamas’ current commitments fall short of its requirements.
Addressing reporters at UN Headquarters, Guterres stated: “We are at a decisive moment for the people of Palestine and Israel, and for the entire region. An agreement between the Israeli government and Hamas is critical to ending the unbearable suffering of the people of Gaza and the hostages and their families.”
He warned that if weeks of diplomatic efforts fail to achieve a ceasefire, hostages cannot be released, and a major offensive on Rafah would result in tragedy. The Secretary-General emphasized the urgent need to stop the bloodshed, rescue hostages, and stabilize a region at risk of further escalation.
Guterres expressed deep concern over the Israeli Defense Forces resuming operations in Rafah, noting that the closure of the Rafah and Kerem Shalom crossings has severely exacerbated the humanitarian situation. He stressed that these crossings must be reopened immediately, warning that fuel supplies in Gaza could be exhausted as soon as tonight.
He further stated: “A full-scale attack on Rafah would be a human catastrophe. Countless civilians would be harmed, and families would be forced to flee again with nowhere to go. Rafah is the hub of humanitarian operations in Gaza; any attack would undermine our efforts to provide relief to those in extreme need.”
Guterres reiterated that international humanitarian law requires the protection of civilians, whether leaving or remaining in Rafah. All parties must respect international law and ensure safe and unimpeded access for humanitarian aid and personnel throughout Gaza.
He emphasized that even Israel’s closest allies recognize that an assault on Rafah would be a strategic mistake, a political disaster, and a humanitarian nightmare. He called on all actors with influence over Israel to help prevent further tragedy and urged the international community to fulfill its shared responsibility to promote a humanitarian ceasefire, ensure the unconditional release of all hostages, and significantly increase lifesaving assistance.
The Secretary-General concluded: “This is the moment for all parties to seize the opportunity and reach an agreement for the sake of their people.”
