UN HLM4 and CGI2025 Converge on Global Health: A Shared Call for Action
New York, September 25, 2025 — This week in New York, two landmark gatherings placed human health and well-being at the center of the global agenda: the Fourth United Nations
High-Level Meeting (HLM4) on the Prevention and Control of Non-Communicable Diseases (NCDs) and Mental Health, and the Clinton Global Initiative (CGI) 2025 Annual Meeting,
which opened with a powerful message from former President Bill Clinton.
UN HLM4: NCDs and Mental Health as a Global Priority
Meeting during the UN General Assembly’s High-Level Week, HLM4 brought world leaders, health ministers, UN agencies, and civil society together to adopt a Political Declaration
aimed at accelerating progress toward Sustainable Development Goal 3.4 — reducing premature mortality from NCDs by one-third by 2030.
Speakers underscored that NCDs, including heart disease, cancer, diabetes, and respiratory conditions, now account for more than 70% of global deaths, while mental health remains
chronically underfunded. With millions at risk of preventable illness and death, leaders stressed that urgent financing, innovation, and equity-driven policies are required to avert a
looming global health crisis.
CGI2025: Clinton’s Counterweight Vision
At the same time across midtown Manhattan, the Clinton Global Initiative’s 2025 Annual Meeting opened with Bill Clinton warning of cuts to international aid, a deepening trust
deficit, and the combined impacts of climate change and conflict.
Clinton emphasized health as a pillar of global stability, urging CGI partners to act as a“counterweight” by investing in public health, education, and climate resilience. A highlight
announcement came when CGI partners unveiled a historic commitment: beginning in 2027, the HIV prevention medicine lenacapavir will be made available in 120 low- and
middle-income countries at just $40 annually per person.
A Shared Narrative: Health as Human Security
Though distinct in format, both HLM4 and CGI2025 converged on a central theme: health is inseparable from human security and global resilience.
