Calls on Member States to Pay Contributions in Full and on Time to Ensure the United Nations Can Fulfil Its Global Mandate
TIMES SQUARE GLOBAL LIVE — UNITED NATIONS HEADQUARTERS — United Nations Secretary-General António Guterres presented a proposed $3.3 billion regular budget for 2027 to the Fifth Committee of the 81st Session of the UN General Assembly on October 13. He called on Member States to provide the Organization with stable, adequate and predictable funding.
Guterres noted that expectations placed on the United Nations continue to grow amid ongoing conflicts, deepening geopolitical divisions, rising humanitarian needs and mounting pressure on global efforts to achieve sustainable development. He stressed that the Organization requires resources commensurate with its mandates to advance its core work in peace and security, human rights, sustainable development and humanitarian assistance.
The Secretary-General emphasized that delayed or incomplete payments by Member States directly affect the UN’s liquidity and its ability to implement programmes. Even after a budget has been approved, insufficient or late funding may force the Organization to postpone recruitment, restrict spending or adjust the implementation of certain mandates. Stable financing is therefore essential not only to the UN’s daily operations, but also to the credibility and effectiveness of the multilateral system.
Under the United Nations budgetary process, the proposed $3.3 billion allocation has not yet received final approval. The General Assembly’s Fifth Committee will review the proposed expenditures and staffing requirements before submitting its recommendations to the General Assembly, which is expected to make a final decision before the end of the year.
